我也出现了这样的问题。用管理员打开CMD，输入两条命令：icacls "C:\Windows\System32\VCRUNTIME140.dll" /setowner "NT SERVICE\TrustedInstaller"和icacls "C:\Windows\System32\VCRUNTIME140.dll" /reset。
再运行一次软件，会提示另外还有几个动态库也是这种情况，好像是MSVCP140_ATOMIC_WAIT.dll和VCRUNTIME140_1.dll，同样的命令再运行一下，我这里就正常了
